Felix is a businessman who lives next door to Charlie Breyken, and the father of Jessica Harper. He's a rather unpleasant man who enjoys showing off his wealth, which has allowed him to buy influence around town.

Felix owes all of his fortune to Seth Hazard, who many years ago bailed his failing clothing store out of debt and was able to push his business into a success. Hazard demanded a high cost in exchange, which Felix is still trying to pay off. One of the stipulations of his debt requires he keeps an eye on his obnoxious neighbor, Charlie Breyken - but for reasons Felix is not aware of. He still sometimes calls the police on Charlie when he can no longer stand him.

Felix's wife disappeared years ago and he tries to avoid the subject. He prizes his daughter Jessica above all else.

Felix hates Charlie.
